Multiculturalism and the occupation of Nagorno-Karabakh

10715969_646331178813702_223626752_nIV International Humanitarian Forum started its work on 2 October in Baku. The aim of this traditional Forum is formation of dialogue and debate on issues of insterest of the world community.
It is known that after World War II in order to ensure the sustainable development and the security of mankind new international relations systems were established on the basis of universal values. On the basis of established new system stands equality, peaceful resolution of international conflicts, one country’s refusal to use force against another country, non-interference to the internal affairs of states, respect people’s fundamental rights and freedom, as well as principle of equal partnership. But for the last 10 years as a result of a gross violation of the principles the decline of mutual trust and occurrence of shattering events is observed in the international relations.

Breach of international law by main forces who formalize it , global and universal interests of certain political centers sacrifice their own interests and defend itself against the attempts effectiveness of the mechanisms is an obvious symptom of the crisis of confidence in international relations.

We, as an independent and tolerant country more than 20 years, are facing Armenian aggression which resulting occupation of Nagorno Karabakh and and surrounding regions. During these years we observe inefficiency of international law.

Approaching to this issue referring to history is important. Thus, when Islam spread in the Caucasus to force monotheistic worship people was contrary to the fundamental principles of the Islam, so the Christian population of Albania remained unaffected during the period of the Arab conquests. As a result of this process the separation of religion took place and the population was divided into two groups: the first group consisted of Muslim-Turkish who were the majority of the population and spread all over the country, the second group consisted of Christian population who lived in the north of Albania. This cause strengthened the struggle of Armenian and Georgian churches to influence Christian-Albanian people in religious, political and ethnical sphere.

Thus, Azerbaijan became a center of confrontation between Islam and Christianity. Armenian and Georgian feudal lords began territorial claims against Azerbaijan. The main point of their policy was to make fall Christian Albanians under influence of Armenian and Georgian churches and make them Armenized and Geogianized, then to possess the land of Azerbaijan. This dirty policy was going on for centuries and its results can be seen obviously today.
Armenian ideologists tried to impose such a myth using every opportunity to west and Russia as if “Islamic threat” was expected in Azerbaijan. Although there was no religious conflict between Armenia and Azerbaijan, the religious leader of Armenia I Vazgen was almost one of those who stirred up a separatist movement practically. Today, Karabakh issue has been internationalized and monopolized by the Christian states. At present, Christian countries make decisions for the favour of Armenia interests. Some of them are showing their support obviously as Russia and France. American scientist Samuel A. Weems has revealed it in his book named “Armenia: The Secrets of a “Christian” Terrorist State”. He notes that, when turn over the pages of history last 200 years it becomes clear once again Armenian-Gregorian church played an important role in the tragic events happened with Azerbaijan and Turkey. Fawning upon from I Peter to all Russian tsar Armenian priests are the greatest author of all befallen tragedies of Azerbaijan. Back in 1918 the inspirer of Armenian terrorist groups which killed a hundred of thousand of our countrymen in Baku, Shamakhi, Lenkeran and Southern Azerbaijan was Gregorian priests. In Soviet times, the nest of “Great Amenia” idea, the planning location of provocation and genocide against Azerbaijanis was Echmiadzin church. The Gregorian church operated terrorist groups as “Asala”, “Krunk”.

Armenian church which is very far from understanding of tolerance to other religions has always proved its negative character. In 1988, Armenian church ruled the separatist -invader movement beginning with the slogan “miatsum” (annexation to Armenia) against Azerbaijan. In addition, Armenian church which ruled the occupation of Nagorno Karabakh and other 7 regions played an important role in the regulation of the political process in Armenia. However, some authors of books which have sympathy to Armenia for attracting the attention of the Christian states and radical Christian lobbies try to characterize the conflict as a problem between Christian and Muslim countries. They characterize Armenia as a Christian country is situated in the middle of Muslim countries as Iran, Turkey and Azerbaijan. Co-chairs of the OSCE which have mediation mission on conflict don’t effort to put forward serious and tough attitude against Armenia.

I appreciate it cowardice of co-chairs as well as Christian fanatism. Interestingly, OSCE which mediates resolution of conflict and has not been achieved anything over the years, extends the resolution of problem from year to year instead of forcing Armenia to withdraw from occupied territories, why do they impose strict requirements to Azerbaijan? “For the first time in the history Christian Armenians were subjected to genocide by Muslim Turks- they always use this propaganda against us ”. For this reason fictitious Armenian Genocide is put on the agenda of Parliaments of countries in the international arena and discussed every year. Azerbaijan is an integral part of Turkish and Islamic world, so the main support is given to Armenia in Armenian-Azerbaijan conflict. For Christian brotherhood and patriotism Armenia make closer to these countries and they can work together. As it mentioned above, international pressure increase in Azerbaijan especially Turkishness. If decisions accepted in favour of Azerbaijan or they put pressure on Armenia, then “Armenian card” can weaken partially and “purification of sins methodology” can become insolvent. In other words, they use religious factor is not for only the sympathy of the Christian Armenians, but for feeling guilty and principle of deliverance from eternal blemish.


If we look at history, we can see that some countries’ territories occupied during wars but the majority of people who live in these areas have not left their houses. Even Nazis followed the norms of international humanitarian law in the occupied territories in World War II. If we look at Kasmir issue we can see peaceful co-existence of various religious sects and nations. But let’s look at Armenian’s occupation policy. 200 thousand Azerbaijanis were driven out from western Azerbaijan territories, their houses looted, they were subjected to physical and psychological pressure. Approximately 800 thousand residents living in Nagorno Karabakh and surrounding regions forced to leave their lands at the expense of death.

Today we are looking for ways to eliminate aggression led to the occupation of territory. Unfortunately, some states under the mediation of policy pursue policy for their own interests. Relations between Russia and USA impede establishment of peace in the Caucasus. Because when Moscow makes an offer Washington guess it as danger for its interest and tries to hinder the process or vice versa. Armenian position in France is very strong traditionally. The choice of peace or war in such circumstances is difficult. We want peace.

South Caucasus region which considering “ Eurasian Balkans” by Brzezinski from the end of XX century has been a battleground for states which want to be world and power. This region is located between the Black Sea and Caspian Sea has great importance for the point of intersection south-north and west-east energy and transport lines and having Caspian Sea basin energy resources . The people living here are divided into 3 groups according to language: Turkish people – Azerbaijanis, Balkars, Karachays, Kumıks, Noghais; Indo-European peoples – Armenians, Tats, Mountain Jews, Talysh, Ossetians and Russians; Caucasian peoples – Abkhazians, Adıgeys, Circassians, Kabardins, Chechens, Ingush, Lezghins, Avars, Dargins, Laks, Georgians and others. Islam (Shiite and Sunni) and Christianity are the main religions. There is also the religion of Judaism. While analyzing ethnic conflicts, security issues and cooperation opportunities in the region, religious issues should be taken seriously. It is clear the most persecuted religion in Caucasus is Islam. Followers of Islam have been persecuted during the conflicts for years. Christians are always making agreement easily but Muslims have been fighting for their rights and lands for years. It is clear that the Western powers continue their intervention to influence political events of region countries especially Azerbaijan and Georgia . This time they are trying to take advantage from religious factor. We can’t see ethnic diversity and religious freedom in Armenia unlike Azerbaijan and Georgia. Armenians have territorial claims for long years, they consider themselves completely different group of Christians and are trying to create “suffering people” image. For this concept which mentioned above this region which has conflict and dispute history, being over 50 ethnic groups in the region ( it happened as a result of ethnic policy of the USSR) complicate the security situation in the Caucasus. But, unfortunately leading countries use “Divide and rule” policy. As a result of this policy 20 percent of Azerbaijan and Georgia territories have been occupied. Russia wants to control the geopolitical position of region maintaining a small military presence in Armenia. In such situation it is difficult to ensure the religious and national tolerance.

Finally, we want to note that multiculturalism is state policy in Azerbaijan. At the same time, multiculturalism is a way of life in Azerbaijan. We live on the basis of these principles in our daily lives. These principles are supported and protected by the vast majority of the community. There is no alternative to multiculturalism in XXI century. In XXI century the negative trends as discrimination, xenophobia, Islamophobia can cause dangerous complications. Therefore, the formation of multicultural societies, promotion of these ideas should be part of the activity of every responsible politician and public figure.
